Missouri and Kansas peers

Missouri communities that have ended or paused Flock include Weston, Seneca, Bolivar, Willard, Pulaski County, St. Charles County, Parkville (cameras off pending review), Ralls County (sheriff pause), Louisiana (cameras covered; terminate not enacted as of Aug 24), Dutchtown CID in St. Louis, and a Platte City park-site pause. Henry County’s sheriff will not renew when a grant agreement expires March 11, 2027. Wellsville and Gardner, Kansas, ended city Flock cameras.

Peer misuse elsewhere is not Blue Springs misconduct. A Flock exit can still leave ALPR in place if a city swaps vendors. HB 3192 (2026) proposed statewide ALPR limits and was not enacted. Governor Kehoe’s Executive Order 26-18 (Sept 16, 2026) sets minimums for state-funded ALPR users; it is not a Flock ban. H.R. 10221 (Flock-Off Act) would bar federal funds for ALPR and biometric cameras; it is introduced, not law. Details: Press kit. Sunshine: 211-2026, 166-2026.
